CW or pulsed? I saw a hand-held ruby laser.
They are pulsed, and it was in the hundreds or thousands of watts.

here is one on youtube, but its not handheld. can cut holes in a razor blade

Oh, and there is just Nd:YAG. It's not visible, so not as much fun. (1064nm)
There's one from a US tank, called SSY1. Its Q-switched, and very powerful.
