Firstly because it is a german brand, and there is no speed limit on many german highways - it's perfectly legal to drive 250 km/h on them and some motorists do (please use mirrors well BEFORE changing lanes!). Also cars can be driven on private property where there is no speed limit in most countries at all, how relevant that aspect is depends on the length of the driveway you own.
But the point is that you probably should just be looking out the windshield when driving along at say 40 meters a second. It doesn't matter if you are looking at snapchat, whatsapp, sms or even reading a newspaper at that speed, it's just stupid and any accident that occurs from it is user error, not product fault.
Legislation often isn't the real answer to things either. Here in the netherlands they implemented a law that rules it illegal to 'hold a cellphone while driving a car'. Before smartphones that could have been reasonable, but nowadays it means you can be fined for using your smartphone as a navigation system just because it is capable of making phone calls (regardless if you actually do or do not make one whilst driving).
So I can legally fsck around with my satnav system at highway speed since that cannot place phone calls, but cannot do the exact same thing using google maps on my smartphone since that can make phone calls. The verdict is still out on if it is legal to use a smartphone as a navigation device when there is no sim card in it and using offline maps - something very easy to do nowadays but lawmakers could not have foreseen 15 years ago.
