Howard Lutnik testified in the Senate today when Sen. Kennedy asked him if Vietnam rescinded their tariffs on us would we stop tariffing them? He said that would be "silly." Kennedy then asked what our plan is if not to get a better deal? Good question. He didn't answer it.
