Also, how are you measuring that current? With a test load and Voltage mode, or in line with actual Ampere mode?
 
No, man, I mean how exactly do you use it?

Do you measure the voltage across the resistor in a test load, or somehow else?

I put the negative directly from the battery to the negative pin on the cable on the meter
Then i put the positive from the battery on the IN in the LM317 and then the positive pin from the meter on the last resistor

If this isn't what you mean sorry bout that i have no experience with electronics
