is a widebeam laser burning capable?

i found a wide beam red laser on ebay but i haven't made 20 posts yet so i can't post a link.
the dot diameter is 16mm, and it's 130mw. it's a 660nm laser.

Not possible, especially at that power.

There is a reason focusing mechanisms and technology exists.

It won't instantly blind you at those specs, but definitely NOT "eyesafe"

That's 200mm². A pupil maxes out at 8mm, or 50mm². Therefore worst case is you're exposed to 30mW. This is indeed not eye safe, just eye safer than the alternative.

IMHO
no laser is eye safe--period.
