Ebay lasers are usually around 30mW overspec, so it's kinda hazardous to go that route. Basically, try and stay away from sketchy chinese companies. A member here could make you a low powered laser, and it'll be guaranteed eye-safe.

Or you could try a LaserGlow pointer. Optotronics also has some options for you
