I dont have any information on the seller but I was surfing the net this afternoon and came across this:

No way in hell you're gonna get 3000mA out of a 3.6v battery... and no way you're gonna get 3000mWs out of a handheld powered by one of those... I could go on and on.

General rule of thumb: If it sounds too good to be true, it is. This is a scam.

It could, it would just have an insanely low battery life.
For example, my rechargable cr123a right here has 880mah, which would power this handheld for about 15 minutes? rough calculation, but it would be under an hour for sure, most likely under a half an hour.
 
It's very possible.
Several members here have built multi-watt portable IR lasers.
I'm working on a 2W 808nm laser right now.

I guess I'm thinking a typical CR123A-type battery... it's entirely possible, but I really don't see it happening.

And holy crap. I did not see the wavelength... :-[ Wow I feel stupid.
 
Yeah it's totally possible. flashlight gooroo's get up to 15A out of a single 18650.
