No chance, Bet he used one of the thor series ones for a prop, The laser was not turned on in any of these shots and It was def staged since 1) the people reacted immediately
2) no evidence of any damage to skin or clothing
3) even if it was IR the camera would be able to pick it up at a degree

Also the IR wavelengths you will find commonly available are not absorbed by skin very well. An IR laser would not cause any pain unless its outputting several watts in a well collimated beam - highly unlikely.
