Lasers that are labeled 5 mW and pop balloons or even light matched aren't unheard off, but they are just way overpowerd units - mostly happens with greens.

With real 5 mW it would be very difficult to pop a balloon, even if focussed to a pinprick and at close range.

I have 3 lasers in 532 and 405 that say <5mw and are 34mw and above just standard china quality.

I have gotten a <20mW laser to pop a balloon, it just takes a lot of effort.
The balloon needs to be black and have a sharped dot, the laser has to touch the balloon and be left on for 20-30sec
