As long as you are not staring at it for any length of time, reflective beams are isotropic so you will only receive less than 1% of the energy. Sure you can look at the beam. NEVER look directly into the beam or you will be damaged permanently. I tested one on an image intensifier and it melted the screen pixels. And that is glass and silicon.

You can view the beam just be careful where you point it. If you point it in the sky make sure there are no aircraft up there. Probably would be fine to view the dot at 5 meters I just wouldn't stare at it forever, and make sure not to move it around(scanning) because it could hit a reflective surface. To be honest I would just look around the safety threads. Lots of good info there.
