Yeah, almost definitely a scam. 2x battery packs and the 85w light for $30 is way too good to be true. PayPal will still refund when the seller gets waves of negative feedback in a month or so. I've seen 3 other instances of this same scam, normally it's 200 feedback from 50cent bead listings...

I'm not certain, but based on pictures 35W automotive HID look a bit larger. I don't have any HIDs in my cars; Do you happen to have some measurements?

I believe you are correct about the dent. Though I would rather see the hole enlarged as to not require the dent. I would still maintain the deduction because of the overall quality of the reflector and the plastic rings for the shoulder strap mounts.
