That's an average of some 0.6 Watts. Looks like quite an unstable unit to me.
Time axis could be in seconds, though that would mean they had it on for 20 minutes straight. Doesn't that go against their own declared duty cycle?
Also, 3 MONTHS?! How on Earth did you not request a refund after the first two? It's a miracle it arrived at all.

Is an unstable unit running all over the place Minimum 434mw to very very brief 719mw--tell them you are not happy with it and want a refund.
If you get refund---order a high quality stable JetLasers 532nm green - PL-E Pro or lower cost Equality series---at least those are focusable see : 100mW TO 800MW PL-E Pro 532nm Green Lasers and 532nm Equality series Green Lasers - Jetlasers.org, Online Shop for Jetlasers Products.
