16340 practical batteries and charger

Just got a new laser and can't get batteries to charge this is the first time I ever tried to charge them this is all I can say.
When charger is unplugged and a single battery is placed inside light is green when I plug it into the wall it starts flashing red and green it almost seems like the charge is pulling power from battery instead of charging
