How much power does a laser need to sting skin instantly from 10 feet away?

my PHR-803T at 110mA, with fully charged 2XCR123A batteries putting out about 4V stings and hurts at 10ft if focused right

I have a BDR-203 in a pocket mini set at 290ma, it will sting skin at 10 feet un-focused.

about 100mW of green you should be able to feel it when focused to infinity.

He probably meant focused to infinity , as in collimated for lowest divergence.
