Does adding a HDG reduce the power of a laser?

If so, if I wanted to project a shape but wanted to keep it safe <5mW could I increase the power of the laser because of the HDG?

By definition anything placed in the beam path will reduce the output power.

Whether that reduction, coupled with higher optical output, is sufficient to meet your <5mW requirement can only be verified via LPM. It might be, or it might not, and the only way to find out is to do a build and then adjust the output to meet your desired specifications.
