is the "grease" suppose to be extremely sticky?

I just recieved my New Style 200mw Focusable Laser from o-like and it is hard to turn and gets stuck at times. I unscrewed it and it has what seems like wet sticky glue. Why is it like this? Thanks

So, I was trying to pot mod my 5 mw laser... it was an ebay laser and I lost the button. Anyone have any ideas for things to use to improvise? Thanks also, I turned the pot to the left a little, all it did was lower the lasers output
