Have you checked out the Aixis modules on ebay? Daguin did a full review here recently. I have two and they both put out upwards of 80mW without any tweaking - they are still listed ready to sell at around 38GBP or 76-ish dollars U.S. Snoctony does a very similar module on ebay every so often...
