    A mirror spinning on a motor shaft will make circles. The mirror is mounted on the end of the shaft and nearly perpendicular to it. The more off axis, the larger the angle of the cone. See "The Laser Cookbook" by Gordon McComb.

    I am working on the power supply for my DIY dye laser. It is a 20KV supply using a variac to control a 5KV, 30mA neon sign transformer, which feeds a 4 stage cockroft-walton multiplier.     If you do get it running and current is correct, let it run a few hours to heat up. PS: If a HeNe won't start, always suspect the power supply first. I have a power supply brick made specifically for that tube if you need a tube checked.

    That tube is a 1 mW HeNe. It runs on about 1250 VDC at 4mA. It may or may not need an ignitor. At first glance, that board looks like a DC powered supply... probably 12v at about 1 amp in. Just guessing, I would bet the transistor pulses the transformer and is then sent through multiplier...

    I have installed many of those street lights. The sensors do not respond instantly. The laser would have to be on target for some time. When the laser is off, the light would go back into start up mode. While I have never tried this experiment, I suspect that a fairly low power laser would work...
