Sometimes beam expanders can make the beam thicker in exchange for less divergence, like a tradeoff. That or you need to check your focus on both the laser and the expander and make sure it is at infinity. Otherwise the light could be spreading out like a flashlight or focused to a small dot...

If all you want to do is see the dot, there are cheap 980nm IR detector cards on amazon that work. You can also try some cheap night vision goggles. You can also convert a regular camera into an IR camera
