Please specify which laser you are going to use and what infomation you are sending (voice / data / music / etc) and how fast you need it to be sent. Is this a one way or 2 way link? What is it you have been asked to do. More information on what you are trying to achieve will help us answer...

It means that the laser can be controlled / accept a TTL modulation signal. You need to have a separate circuit / device that sends the signal to the laser.

You don't say what information you are trying to send? Is this a simplex or duplex wireless link? some more info here... Amateur Radio Laser Communications
