700mA is a safe level for your diode. The LM317 driver will consume some voltage... so you must make sure your supply voltage is atleast 1.5V above the forward voltage value of the diode.

First point of call would be looking into static HTML cacheing, it will drastically alleviate server load, by cacheing pages rather than regenerating them every time a request is made... this seems to be where the issue lies, hence the 8 ppp. Also increasing the MySQL cache size and query cache...
