yes flash pumping is correct, the build itself cost around $200! which is insanely cheap. All it is, is a vacuum at 300 torr and CO2 : air = 1:1 the insides of the tube are a bit confusing but basically go along the lines of exciting the CO2 molecules as you already know. And the power supply...

Thanks a bunch! I am actually building a very high power CO2 laser and just setup the capacitor bank for it today. This laser will be able to ionize air from focusing the laser beam to a point and is pretty cheap
