You can view the beam just be careful where you point it. If you point it in the sky make sure there are no aircraft up there. Probably would be fine to view the dot at 5 meters I just wouldn't stare at it forever, and make sure not to move it around(scanning) because it could hit a reflective...

If you have to go with a cheap pair for 445 I have a couple of pairs of these: Amazon.com: Uvex S1933X Skyper Safety Eyewear, Black Frame, SCT-Orange UV Extreme Anti-Fog Lens: Home Improvement and I like them. But if your willing to spend the money I would go with one of the Eagle pairs.

As others said above me there's never really an issue looking at the beam, unless of course some freakishly reflective large bug flies through it. As far as the dot is concerned don't be too close, don't look too long, and make sure the surface is not reflective. Also as they said you should...

I would just stay away from most of the cheap lasers on other sites and hold out for one with the specs you want on the buy/sell/trade threads.
