I did talk to them, and as a plus they said the $180 has already been pulled aside so I'm guaranteed to get it. On the downside, I've checked USPS, Fedex, and UPS. All will cost me at least $80 ($110 for Fedex and $100 for UPS) to ship a 2lb package to Israel with tracking like PayPal requires...

Unfortunately PayPal only gives me the option to either 1) provide a tracking number or 2) close the dispute. It's a checkbox thing and I don't see any other way to just pose a question or something.
