Most probably due to inefficiency. They are phasing out the old technology, but still offer bulbs until the ballast fails and then the user needs to upgrade.
Or a part of the dark sky initiative?
I have to say I am for the ban on these lamps. I love them, but most people use them...

I have 3 minmags, 1 leatherman Monarch 500 (~100 lumens) current EDC. And 1 4sevens quark turbo (~206 Lumens) AA^2 on its way.
Its actually called a MOGUL screw, yeah its big. The largest metal-halide lamp comes in 1500W with upwards of 150,000 Lumen's. Its bright and hot!
I used to manage a lighting warehouse, And have collected several arc tubes from these lamps.
