Somewhat correct on both counts.

Antistatic foam is the black stuff. This foam is conductive, and actively protects against ESD damage.

Silvered or specially-marked black plastic is also conductive and protects against ESD.

Pink foam and pink plastic is non-conductive, however, it is not capable of generating static. Although it won't generate static, it will not protect against ESD damage from an external shock.

There's the difference- do not test components on black foam- it will conduct, and you run the risk of damaging both the component and the foam.
 
The black foam is normally called conductive foam, for obvious reasons. I've seen it called ESD foam or static safe foam, but never antistatic foam.

The pink stuff (the foam and baggies) are called anti-static because it is resistant to static charge. It's real intention is not ESD protection, but ESD safe packaging. (as most plastics tend to carry a static charge pretty easily) Notice the static shielding bag underneath the diodes, the pink foam is just there to hold the diodes to protect them from physical damage.

Then again, not all black foam is conductive foam and not all pink foam is anti-static foam.
