You just need to screw that black cap that holds the lens in place and the dot will get bigger/smaller because of the focus.

I actually don't know because i just wrote what my own laser pointer said and edited the wavelengh to match the different colors.

Its the plus-minus sign. It simply indicates that the wavelenght is not exactly like it says but pretty much the same. Its like the tolerance of error (a range within which the error is considered acceptable)
