I have the iPhone 4 on ATT... I'm not a huge fan of ATT, but it works. What I wish is that I could get better in-building coverage, but that may be an issue with any carrier anymore using higher and higher frequencies. But, 3G coverage is pretty limited and really isn't all that fast, IMO...
Reminds me of when I started... Etched all my boards myself, cut and drilled all the holes, inserted vias by hand, and so on. Even sold over 500 of them like that, which was a crapload of work!
If you're drilling holes in the board, my suggestion is a Dremel (or other high speed rotary tool)...

I use these to set current on my drivers by measuring setting resistance since they can measure low ohms. Much simpler than soldering or connecting up a load and power source.
I don't have a definitive answer, but I suspect it probably isn't as it seems. The regulator needs appx 1V extra itself, then you drop another 1.25V over the resistor on the output, so that's where the drop-out voltage comes from. Since the regulator can't produce more voltage than you give it...
